RSPI LEAGUE RULES
TABLE OF CONTENTS
PLAYER QUALIFICATIONS:
REGULARS AND SUBS:
Each player must be the specified age listed below for the appropriate league.
They must be that age on or before the end of the current season.
Rockets League: 18 years of age.
Goalies 18 years of age.
Golden Eagles: 40 years of age. Goalies: 40 years of age.
Golden Blades: 50 Years of age. Goalies 45 years of age.
Silver Sticks: 50 years of age. Goalies 40 years of age.
Puck Masters: 60 years of age. Goalies. 45 years of age.

PLAYER RATINGS:
Each player will receive a rating determined by the League Officers for the purpose of
promoting closely matched competition between evenly balanced teams.
The ratings will be scaled from:
1--excellent player
1.5
2--good player
2.5
3--average player
3.5
4--beginner player
The league has the option to re-rate a player during the season if it is agreed upon by
the team captains.

TEAMS:
Each team will be comprised of 10 to 15 regular skaters and 1 goalie. The Rockets league
may also carry 7 subs on their roster. The team roster may NOT exceed 22 players. Any
additional players may be placed on a Master Sub list and be available to all the teams as
subs.
Each team will have one Captain and one Assistant Captain. The Captains will be
determined by either: 1) Request of the Team sponsor OR 2) Appointed by the League
President. The Assistant Captain will be selected by the team Captain after the team has
been drafted.

RESPONSIBILITY OF TEAM CAPTAINS:
* Having a full team available for each game
* Obtaining substitutes
* Collecting money from the subs
* Helping collect league fees from regular players
* Knowing all league rules
* Preparing the roster of the Team for each game
* Determining appropriate line combinations for Team play
* Insuring the availability of pucks and water bottles
* Alerting players of changes in the Team schedule
* Helping to establish player ratings
* ROCKETS LEAGUE: Team entry. It is the full responsibility of the
team captain to collect all the monies for the team.
NOTE: It is the responsibility of the team captain to be fair in each player's
individual ice time. When a team has a penalty, let all the players take turns sitting
out--not just the lower rated players. At the end of a close game all players should take
their normal shift. It is not fair to "double shift" better players to gain an
advantage. Everyone pays the same!
Assistant Captain is to help in having a full team for each game, call subs, collect
fees when the captain is not available, prepare the team roster and set up line
combinations.
The League has the option to trade "individually signed-up" players from one
team to another to balance out any unequal situations.
Any team who loses a player (injury, change of work schedule...) after League play has
begun will have a replacement player assigned to that team by the League President. The
new player will be as close as possible to the rating of the missing player.
Each team shall have uniform (jerseys and socks) of matching colors and
designs.
Only registered team players (or appropriate substitutes listed on the scoresheet ) are
allowed on player benches.
Each team shall have at least two pucks available for League games.

SUBSTITUTES:
Only players from the most current published Team Roster or the League's Master Sub
List may be used as a substitute players. Subs on the Master Sub List are available to all
teams.
Players MUST be on either one of these lists to be eligible to sub in a league game.
Any violation of this rule will result in forfeiture of the games involved by
the offending team.
Team captains may obtain substitutes from their team roster when one of their regular
players is missing. Substitutes taken from the League's Master Sub List must be of the
same rating or a lower skill level as the player they are replacing. Any violation of this
rule will result in forfeiture of the games involved by the offending team. (The
League Officials can establish temporary exceptions to this where it is deemed necessary
to correct an imbalance.) It is up to the team captain to "protest" the
game by noting the "protest" on the score sheet and informing the ref by the end
of the game.
All Subs must fill out and sign the registration form and pay the insurance fee before
they can be listed as a "Sub Player".
Substitute players are required to pay a "per game fee" determined by the
league and/or the team captain. Sub goalies are no charge. It
is the responsibility of the captain to collect this money. Regular players in
the same league who
sub, play at no additional fee.
These are FUN leagues and not "a win at all costs" leagues. It is the
responsibility of each player to notify his team captain, as far ahead as possible, so he
has enough time to get a substitute player. It is the responsibility of the team captain
to get a sub for any missing player and to "field" an entire team. (Skating
short a player, especially a weaker player is not conducive to the philosophy of this
league or good sportsmanship.)

SCORESHEETS:
The captain of the HOME team is responsible for obtaining the scoresheet, filling it out
first, and giving it to the captain of the VISITING team. List players first
and last names along with their jersey number.
The scoresheet should always list all the regular players (if not present for the
game--mark ABS, absent, after their name). Substitute players and their rating must be
listed at the bottom with the word "sub" after their name.

LEAGUE RULES:
Current Amateur Hockey Association (AHA) rules shall apply to all League Games with the
exception of the following:
1. No checking, charging, shoving a player or
knocking a player over if he has position. No
hitting a player with your stick.
2. Slap Shots are allowed only in certain designated Hockey Leagues.
3. Games will be STOP time. There will be 2 periods of 16 minutes each. (Or the times agreed to by the League and the ice arena management to insure timely use
of the facility.) The total game time, the length and number of periods and the use of
running or stop time is determined between the League Officers and the arena
management--it is not within the jurisdiction of the Referees. However, the Referees may
stop the clock in the case of an injury to a player, a lost puck, or some other
interruption to the game.
4. Arena Clock verses Game Clock.
The ultimate time is determined by the Arena
clock (Zamboni clock). If the Arena clock
equals the Game clock the two clocks will
then run together for the rest of the game.
(This means the game will end under
running time.)
5. It is required that all players wear
appropriate protective hockey equipment for all
games and practices. Helmets, with a fastened
chin strap, MUST be worn at all times.
(Face shields/cages are recommended).
6. Minor Penalties are 2 minutes.
7. If there are two equal and off setting
penalties both teams may substitute a player
on the ice.
8. Any player who shows unsportsmanlike
conduct toward the Scorekeeper(s) (a minor
official) can be assessed penalties by the
referees.
9. A team must start a game with 6 players on the ice.
If less than 6 players the game shall be declared a forfeit. Any time that
a team has been reduced to less than four players (by way of penalties or
injuries) the game shall be declared a forfeit.
SUSPENSIONS:
Any player upon receiving his third penalty in one game will be immediately suspended
for the balance of that game. If the penalty requires the team to play short-handed, the
penalized team must substitute a player to serve the penalty in the box.
(It does not carry over to the next game, unless the player received a game
misconduct (GM ).
Any player who has an unreasonable number of penalties (as determined by the Team
Captains and League President), shall be reviewed by the League may be placed under
probation. Further excessive penalized play may result in dismissal from the League.
Any player receiving a fighting penalty will also be assessed a Game Misconduct and is
suspended for the remainder of the game and his next League Game.
Any player ejected from a League Game shall be suspended from the next League Game.
Any player receiving a Game Misconduct is suspended from the remainder of the
game AND the next League game and cannot substitute for another
team until his suspension is over.
Any player who receives three Game Misconducts in a season
is immediately suspended and cannot play or sub in a game until there is a
meeting of all the captains to determine further suspensions or removal from the
league.
Any player who plays in a game that he is suspended from will be suspended for the next
three league games. If there are not three games left in the season, the suspension will
carry over into the following season.
Any team who allows a suspended player to play will forfeit those games in which said
player participates.
Any player receiving a Match Penalty is immediately suspended from the
remainder of the game and is not eligible to play until a hearing is held by the
league officials. A Match penalty is given by the referees for
serious infractions. Some examples are: intent to injure, kicking,
using the stick as a weapon, threats to a player or a referee and fighting off
the ice or with the spectators at a game. Player is subject to dismissal
from the league.
The Referee must file a written report on the back of the scoresheet at the
time he signs the scoresheet in the event of a Game Misconduct or a Match
Penalty.

NO GOALKEEPER:
A team that does not have a
goalkeeper at the start of the game has the option of either:
1--substituting a 6th attacker without the privileges of a goalkeeper (i.e., covering the
puck with his hands, catching the puck, etc.) or
2--designating a player as a goalie who does have the privileges of a
goalkeeper, but they must wear protective goalie equipment.

RULE PROTESTS:
If a Team wishes to protest an
interpretation of a Referee ruling, this must be noted, on the scoresheet, during or at
the conclusion of the game. Only protests involving specific rules will be heard.
Judgment calls by the Referees cannot be protested.
All protests must be accompanied by a $20 fee and must be submitted in writing to the
League President within 24 hours of the game in question. The protest fee will be returned
only if the protest is allowed. The decisions on all protests made by the President
or league committee will
be final.

CHAMPIONSHIP DETERMINATION:
TIES:
If two or more teams are tied in points at the end of the regular season the following will
determine the final standings:
a. Most wins during the season. If still tied:
b. Team with the best record against the other team. If still tied:
c. Most goals scored during the season. If still tied:
d. Least goals allowed during the season.
e. Difference between "Goals For" minus "Goals Against"
f. A coin flip

LEAGUE PLAYOFFS:
Full year standings will be used to establish the playoff schedule.
Teams must have a full roster of players for the playoffs.
Rockets League: No subs from another team. Only players listed on
the team roster. If challenged a player must show their picture ID (ex.
Drivers license). A team will forfeit the game if they use an illegal
player.
Over 45/50 leagues: All substitutes must be the same rating or a lower rating of the player they are
replacing and be on the approved Team Roster or the League's Master Sub List. No stacking
the teams for the playoffs.
Playoff tie breakers will be established by each league before the end of the
season. These may be different than the "end of the regular season" tie
breakers.

TIE BREAKER:
If a playoff games ends in a tie after regulation play there will be a 5
minute, running time, overtime, 4 on 4. If tied after 5
minutes there will
be a three on three sudden victory shoot out. Sudden victory shoot out means
teams will alternate players one at a time up to three players until one team "wins".
If still tied after that the shootout will continue one vs one until a
winner is determined. No player can be repeated until the entire
team roster has been used. Visiting team
shoots first. ( The visiting team in the playoffs is the team with the lesser record as
defined above.)
Players will be chosen by the team captains. No player can be repeated until the entire
team has gone through its roster.

Rules are subject to changes per each league or each division. These
additions or changes must be noted in writing by e-mail to all the captains in
that division.
